Border Measures in U.S. Climate Policy Options

U.S. climate-change policy seems likely to include border measures to address competitiveness concerns. This article warns against such measures, arguing that they will do little to protect U.S. industries, expose the U.S. to retaliatory trade restrictions, and significantly burden the global trading system.
